Not to mention it was on screen for little more then 20 seconds. Hell, the only time we see the form in action is in Climax Heroes.

Regarding Den-O...given that Decade turned Den-O into Climax Form during one of the Movie Wars, I think Toei considers Climax Form to be the true ultimate form. Although with Kuuga, you could argue that it wasn't even the original Kuuga that was turned into his Rising Ultimate Form.
