I think it's less that they need to conserve Enetron with Gobuster-Oh, and more that he only has so much on-hand.

To make an analogy, it's like in Evangelion when they unplug the Evas - there's only so much battery life before they've run out. Odds are the combination uses up a lot of the zords' Enertron reserves, and the power requirements for the combined form are equally high.
