That's basically how I saw it as well. My only problem with it is that it kind of destroys Homura's character for me as I took her last words at the end of the series as she will continue to fight until she has earned seeing Madoka once again and being taken into her embrace. All in all, I felt that what Homura did at the end of Rebellion kind of shits on that interpretation of mine. Maybe that's just the shipper in me talking but that's how I took it.
