After the image of them lined up like a train, you'd have better luck convincing me they're peanuts before you could convince me that the series would be darker in tone

Toei doesn't make series on some kind of list. They just gauge what's successful and what's not and try to aim for the best.
Kyoryu is silly fun with dinos because they wanted a difference in tone from GoBusters and because kids love dinosaurs.
