That's J, like ZO, the only piece of fiction he has going for him was a 45 minute film. Speaking of ZO, J's film came out the year after ZO, & I've heard rumours that he & ZO were supposed to be a new 'Kamen Rider 1 & 2', hence there similar designs. In fact there was also a short 8 minute special with both ZO & J called 'Kamen Rider World'.

If you're interested in watching J, I hear that Overtime has it subbed.
