This is basically what happened, yeah. About halfway through the run the show's main writer/producer left and didn't bother telling anyone what the story's ending was going to be. Toei gave the rest of the series to the showrunner from Kabuto, who basically just did exactly what you said. Everything after Hibiki's world was a total ass pull.

It's Century Kings, actually. You can find it at krdl, regardless. I always thought it was a fun movie, pretty light on story but it feels like it isn't rushing things too much like ZO.
