During the pre-Samurai days, shows had to be planned and produced while the Sentai series it was based off was airing. This meant they might not know how the story would proceed, how the show would end, or who the final act boss might be. Time was severely limited and they had to occasionally make do as they went along.

The current shows can't use that excuse anymore. Gokaiger and Goseiger were done by the time Megaforce was planned.
