This is like 99.99999% a sure thing. They would not debut a new ranger with out an accompanying robo. That just doesn't happen and if it did it would be the very first such situation. The 2 Resshas we know he'll have at the start are only auxiliary arms style Resshas. They aren't 2 piece components like Diesel or the ToQ Oh components. They can't form a mecha. Actually, Megaranger introduced Mega Silver in episode 24, while his personal mecha, the Mega Winger, debuted in episode 36.
So there is a precedence for doing such.
