This is my thought as well, because when the monster grabs the little girl, the adults can't see it, but it actually happens; she is really on the train.

The lack of city-smashing in these fights is more of a budgetary thing than anything else, I think. Much like how Ultraman Ginga conveniently takes place on a mountain so that the fights are in an open area.

Regarding the roll call, I liked it. I assumed that the names being called twice was a reference; like that when a JR train comes into the station, it's name is called twice? Considering all of the other dedicated train gags, it seems to fit.
