to break the formula I'm freaking sick of. Figuring out what to do with the extra super powered characters gives more variety to the story and the writers have more freedom to do something different. It's not impossible to do that with only 1 or 2 riders, it's just makes things easier to do with a handful of rider.
In terms of marketing, the entire toy line isn't one guy in different outfits. This also
helps
limits the main characters from being to overpowered since they don't have to sell as many toys of that main character. It also allows for some antagonists and villains to get toys, something every good toy line needs.
PS And for the record, I love Kuuga, it's my second favorite series (pending Gaim's final placement). Of course I'd be lying if I said I didn't wish Ichijo became a rider at some point, so even then I want more Riders.
Or you'll end up with a lot of one dimensional,one note,pointless or flat characters because the writer can't handle that many characters granted this can and does happen to shows with only one character and there are exceptions of course but across the board from what I've seen less characters=stronger characterization
No it's usually the 2-3 most popular ones that get the most toys,tell that to Sentai and their love of reds and sixths and actually the more heroes the less likely villains will get made because you have more heroes you can make toys of and heroes outsell villains.
