You're kind of just making that up. There have been no plans at all to release Dairanger keys in the US. With the revelation that there will only be about 60 total keys anyway, there's no way they'd make Dairanger keys rather than actual power rangers. So it has literally nothing to do with selling toys, because there are no US equivalents of those toys. It's simply not happening.
