If fans had their way, anybody who's not the main character would be labelled an "anti-hero."
But if that's the case then Kaito technically does fit that, though. It's apparent in this episode.
Kouta's the protagonist. He learns the truth behind Helhiem and what it could mean for humanity and what happens? He's hit with conflict and wants to warn everyone in hopes that they will band together in order to stop this as one united people, but is also unsure if doing so will lead to an every man for themselves situation like Takatora warned of.
Kaito learns of Helheim and what's his stance? Survival of the fittest. If someone's too weak to defend themselves from the coming invasion, then they don't deserve to live. As a result, he thinks this invasion would be perfect to weed out and eliminate the weak, only leaving the strong-willed and strong-bodied to fight off Helheim.
Kaito's made it obvious that he doesn't care about fun or unity or any of that. He wants power to avenge the town he used to enjoy living in and doesn't give a damn about who's effected by it. Kaito's drive is personal while Kouta's is more selfless.
