Isn't it also true that a lot of Kamen Rider actors were spring-boarded to legitimate stardom by being on the show, so they were either unable or unwilling to participate in the tribute series?

To put it in an American perspective, it would be like trying to get Fergie and Mario Lopez to participate in a Kids, Incorporated tribute series. Or like trying to get Leonardo Dicaprio to reprise his role in a Growing Pains reunion show.
