I'm not really understanding what you're saying or why you're confused. The "loss" in the "win-loss record" just indicates how many times people voted for the other character. Losses are equivalent to wins from the other perspective. So, using the Samurai Red/Titanium example - if two people voted at the exact same time, one for Red, one for Titanium they would see (using example numbers)

Red: 20000-30000
Titanium: 30000-20000

It's literally just the numbers reversed, presented in a manner that makes sense for whoever you voted for, since it's a reasonable assumption that the voted would be more interested in that order.

Votes can only go up, not down. That's how a poll works.

Yes the votes for some are quite a bit higher than the others, but just because somebody brings attention to them expecting the votes to go in his favor, doesn't necessarily mean that will happen. As is being demonstrated, the opposite is. And you don't have to vote for all match-ups, hence people stopping at those select few.
