If someone places an order with them then they should know full well that it isn't regularly accepted by Amiami to cancel one. And it is more than within their rights to ban the account over it. They accept excuses for cancellations on occasion but it's also stated in their rules that doing this multiple times may also result in a ban. It's best to just order something from them and keep the order in most cases.
I understand there are real situations where someone needs to cancel an order over monetary concerns and I've never known them to forcibly charge someone's account before just cancelling an order or something. And no they shouldn't do that anyway because it's ludicrous for any retailer to do so. But expecting them to cancel something on a whim is also not something people should be in the habit of.
If you're polite though they'll buy any excuse at least once
