And no, he's nowhere near as strong as any of the genesis riders or Jinba. Marika makes a point that their powers outstrip the original drivers such that Bravo just can't match its power, experience or no. So Sid, arguably the weakest genesis rider, would be able to curbstomp him.
I see where you're coming from, and you make some great points (especially those about Zangetsu). However, here's my two cents on the matter...
I think most people either forget, or dismiss Zangetsu as a Sengoku Driver user because he upgrades to Genesis after the 2 times we see him use his old driver (not counting the 2 occasions he either defending Yggdrasil agents or destroying evidence). But yes, no one denies Zangetsu is generally the strongest rider (or was, if not for Ryouma with Duke or Kouta with Kachidoki). Besides, Bravo actually participated in the Invess games, while Tatakora stayed out of it for the most part. He only confronted other riders when they entered Helheim, so from a certain standpoint he's removed from the other Sengoku driver users as they were all "lab rats" for collecting data. Baron and Gaim teaming up to beat him, while awesome, doesn't take away from the fact that alone, neither of them seem to be able to just beat him without upgrading to an Energy Arms form (which requires a Genesis Driver/Core, so they technically stop counting as Sengoku wielders at that moment), or going straight up Kachidoki (which I'm not sure counts as just a Sengoku driver lockseed, being made by weird DJ magic). If Kachidoki counts, than Gaim is the strongest rider, no debate. But if it doesn't, then really Bravo has shown to be a force that requires two other riders to face him if they hope to beat him, which usually suggests that that person is strong, if not stronger than both of them.
Also, let's not forget that Baron could take on Hase alone, only being beaten by him when he teamed up with Jounoichi, but when facing Bravo alone, the first time he was beaten even with Invess helping him, and the second time his Au Lait was beaten by Bravo's no problem. Whether the same can be said if he faced Gaim's, Ryugen's, or heck a Kurokage's if left to be seen, but the only time I've seen his finisher overtaken was with Gaim's Jinba form. His skill had nothing to do with the strength, shape, or effectiveness of the attack, it's a special attack that just does what it does, and if it overpowers another special attack then I guess that means it's stronger.
