I don't think we can fairly compare Gaim Jimber/Jinba to Duke just yet.

Duke overpowered Jimber Lemon with ease, but that was during a time where Kouta was still an adolescent at best with his abilities, not really honing his skills, and still learning how to tap into the Jimber powers.

After the fight with Sid and winning, Gaim suddenly got stronger as said by Marika that it isn't just the Genesis Core giving him his strength.

I don't think Bujin Gaim even puts up a fight, he's definitely stronger than the non-Sengoku Riders except W CycloneJoker Extreme. Though Bujin Gaim's "official stats" has his parameters stronger than even Marika and Jimber Gaim. Bujin Gaim never even stood a chance against Ichigo Arms Gaim when Kouta was actually angry. Bujin Gaim was slowly losing his edge and it wasn't until Ryugen was absorbed/swallowed by the Nepenthes Inhumanoid did Kouta retreat in Suika Arms.
