I always found Decade Complete very underwhelming to be honest. Yeah, it's got the final attack rides but in actual fights it rarely overpowered someone. Hell, in the RX episodes, it didn't seem any stronger than Diend or the Blacks
So far, I'd argue PuToTyra is the most powerful Neo-Heisei form. The combos were already powerful enough to pretty much go unchallenged, bar a few situational circumstances (I'd suggest they fall either between a sengoku and genesis rider, maybe on par with a genesis) and TaJaDor was as strong as an enhanced uncomplete Greeed. PuToTyra was a force of bloody nature. Uncontrolled it was one of the most dominating forms we've ever had. Still get a massive buzz watching Eiji fight Kazari and Lost Ankh.
Have to say, series aside, the final forms in the last few years have been really cool. Even Wizard and Fourze. Kiwami though has a few choices I'm not really behind. Think it needs its own weapon...and while i get it, the visor and chest don't work for me.
Also, I'd argue we've yet to see how strong it is. Yeah, it can access the weapons, but I can't think of an ultimate form that doesn't deliver a massive curbstomp to a seemingly unstoppable enemy in its first fight. Extreme with Beast, PuToTyra with the two Pteranodon yummies, Cosmic with that horoscope, Infinity with Legion to just name the more recent ones. So far, as awesome a fight as that was, I'm not overwhelmed.
Bizarrely, if it beat Takatora as Zangetsu Shin, then I'd flip. Cause....Takatora man.
One thing I really liked is how different the movement was compared to the other Gaim forms. Kouta literally emanates control.
