Well, they've tried, but Gaim in the suit is way more energetic than Kouta is, because he has to be.

I mean, do you realise how bloody static they'd be. But then of course the illusion is weakened because Kouta isn't spasming to act through a bulky suit and helmet all the time.

Which is why going helmetless for whatever reason would really help. Then again, much like in Power Rangers, I just assume that when wearing a costume basically made of enegry, it kind of makes you more antsy and dramatic in your movements. (and since we know the belts funnel energy straight into the riders, since even a weak lockseed staves off hunger and fatigue, that theory has weight)
