I suspect that whoever made the Hyper Zector only allows Kabuto to move between 'time' providing with Hiyori is around (lock on to a physical Hiyori). Its function will be limited and becomes a speed up only machine in other worlds.

I think Tendou's smarter than to create enormous paradoxes like that.
