Agito is like that as a whole. It's pretty much a mystery show which is quite interesting and one of the reasons the show works so well. It's based solely around the story and characters, all of which are tied into the mystery of what exactly happened with the Akatsuki. The more you watch the more you'll know.

It's one of if not the best Rider show I've ever seen, and it's definitely, definitely worth a full watch through.

I concur, it's one of my absolute favorites, with some of the best Riders ever.
