In my opinion, the best would probably be Faiz. But that's actually one of the reasons it's not one of my favorites. I realize Kamen Rider is technically a "TokuDrama" but it almost had TOO MUCH drama going on for my tastes... But maybe I'm missing the point of the question here.

Worst? For me, Decade. Because who the hell actually knows what's going on? All dramatic tension is gone once you realize the writers forgot to make it all actually lead up to something in the end. TSUKASA DIIIED!... Who cares? At that point, nobody.
