Yes Rider airs right after Sentai but there is still a difference in its target audience. Rider is aimed at Kids that are a little bit older than the general sentai crowd. Plus there is the difference in time slots. There are things you are allowed to show at 8 am in japan that you arent allowed to show at 7:30 am.

And yes Sentai was always meant for kids but the old shows were also meant to be watched by Teenagers and adults. Those shows werent just meant for Kids. Thats why they had more violence and overall more adult material in them to keep the older demographic interested. Thats also why they aired later in the day and not in the morning.

Here in germany its pretty much the same thing. TV Channels arent allowed to show PG-13 material during the day. Channels are only allowed to show them after 6 pm. If they wanna show a movie like Transformers before that the Channels have to censor them so they can get a PG rating.
