Kiva needed to almost lose Mio before his emotions awoke Tantsulot and gave him Emperor. Kouta though was just all-but given Fruit Basket. I don't know why though. With everything else in Gaim, you'd think they would've written in some sort of heavy price for using it. Can't understand why they didn't. But I think a Final Form should come with a price.

A lot of those aren't really costs, though. They may have been initiated through a heavy event, but their free use afterwards means that it wasn't truly necessary.
Kiva awakened Tatsulot and Emperor through almost losing someone, but freely uses it because there is no price. Same for Fourze and W.
Infinity puts a massive strain on Wizard, Kiwami is altering Kouta's tastes to that of an Invess, King Form can transform it's user into an Undead if overused, etc etc. Those are actual costs.
