Given that I study Japanese for about a year, yeah, I at least get the gist of it and I do understand some sentences as a whole. Of course my Japanese is still far from making me understand the details, but it's enough to get what's going on without subs- at least in Sentai. It's a bit harder in Kamen Rider because the language is a bit more difficult and it has a heavier focus on dialogue.
