Well Gaim was really really really successful and Heisei Rider history has shown us that toei and bandai will always try to catch lightning twice. So I bet you Drive will be alot like Gaim structurewise.

The Status Quo you described was there because Double was insanely popular so Toei and Bandai did Double four times in a row
Same with the onslaught of Multi Rider shows in the early 2000s when Agito was a giant success. Even Kiva tried to copy Den-O after that show was so popular
