Because Ultra-Acts are scaled with their own line in mind and not SHF's. It's its own line, just like D-Arts once was and Monsterarts still continues to be. The Ultra-Act line is scaled to go with Bandai's long LONG line of kaiju & Ultra vinyls they've produced for some 40 odd years. So it needs it's own line, they don't make sense to fold under the SHF banner in the same way D-Arts did.
