Indeed it is figuarts scaled! It's an Action Works Metalder. Megahouse used to produce various Metal Heroes in that line before their company was acquired by Bandai and the line ceased to be. Even for an older figure this guy looks great in any SHF collection.
As I've said in the past I feel the Action Works Gavan, Shaider, & Sharivan are far superior to their easily broken SHF counterparts. Megahouse produced Gavan, Sharivan, Shaider, Metalder, and a ridiculously awesome Winspector 3-pack that I still have yet to obtain.

Actually mine really isn't all that loose. I spent years trying to find one for a reasonable price, they turn up on Mandarake on occasion in excess of $150 though. Finally scored this one second hand on Amazon Japan and it's still nice and tight. Appears hardly used. The only issue I have is the elbow joints like to pop apart while changing out hands.
