There's some to start.

1) Same place as the Zeo zords during Turbo
2) My guess is that, although the link to the morphing grid was destroyed, the keys can access it and use the powers. That also (I think) explains how SPD and Time Force can work without the morphers being created yet, and how RPM can work without being in this universe.
