I've thought about this before and I think the lack of PR customizers really comes from a lack of base figures to customize. Aside from adding articulation and giving it a spiffy paint job, there's not a whole lot that can be done to the stock Megazord figures that are out there and when you factor in the current rates of figures with the time and effort it takes, it might just not be worth it.
It's not like Transformers where I can take any random figure that turns into a car and, with enough creativity, turn it into another character that's also a car. Zords are pretty cut-and-dry, each being so unique that it really limits their potential to be used as anything else. Of course, you can always create your own interpretation using figures and materials from different lines, but that's an even bigger challenge.
I would like to see more people tackling the articulation of the old 6 inch "Action Zord" figures. They're fun to work with and there's one for
almost
every megazord. It also frees the artist to be a little bit more imaginative when they don't have to worry about combining and gimmicks.
As far as customizing the individual Rangers? No clue. Maybe it's because no one wants to touch the roided out BOA figs? I have seen some cool interpretations of rangers using figures from other toy lines.
