Because it was the next movie after Strong World. Plus, it was written by Oda himself, just like Strong World. Oh, and it was the most recent of the movies. It's not like you need to watch the series to understand the movies.

Oh yeah, and since Funimation does stream all of the current episodes, they have technically released the New World story even if it isn't on DVD.

I'm glad they did not wait until they got to the New World stuff to license the movie, as that means we wouldn't have it for another 8 years.
