To be honest Garo has been going through the daily lives of a makai knight who happens to be the strongest in the world. Everything isn't really tied together at all until the very end. Not only there are things being cut out due to director decisions and broadcast timeframe, they also cannot change different character perspective to show more information because those people are really bad at doing such things on TV.
It has be plaguing their industry for a very long time. Not only toku, but almost EVERYTHING.

Well Amemiya has said before every single series that the directors can feel free to do whatever they want in the episodes they are in charge of, and the guy is more of a visual > content person. As long as things are cool to look at Amemiya will not have any problem with them.

This is why I will go straight to something more solid (ever since Future Ninja) provided by a single writer with the support of the backbone writer, than wasting too much time on Amemiya's Hyper Midnight Action Drama series.
