Figuarts is for everyone else. It's not specifying anything, so that branding can be used for a variety of characters. Henshin heroes being the most populous, is all :P
As for the Tekken thing, does Bandai have full control over something produced by Namco Bandai?
I could be wrong but did Medabots and Digimon start out as PSX games? I've looked at D Arts as a action figure line based on game characters, pretty much the video game counterpart to SH Figuarts. Figuarts I see as characters from hero series like Kamen Rider/Sentai, comics and anime.
RE: Tekken - I don't think Bandai has full control because Namco Bandai is a different division. It's like Yamato's 1/60 Macross Plus line, though the Macross Zero OVA was released by Bandai Visual, the 1/60 toy license was obtained exclusively by Yamato.
Licenses do expire over time. Now if a toy company sponsors a visual or game production, they may have 1st dibs over the license. With regards to Tekken in D Arts, I think what Tamashii is slowly doing is going for not only a comprehensive SNK roster, but one for not only Capcom VS SNK, but also Street Fighter X Tekken.
Last November Tamashii hinted at not only KOF but Samurai Showdown. Characters to crossover into CVS include Haomaru and Nakororu.
