Will Tsukasa/Decade come back? Definitely.
Will it be another Decade series? Nope.

I'm saying it because Decade featuring all the riders was a special occurrence that hadn't happened very often. Now that we get an All Riders/Rider Taisen movie every flipping year, there is no point to bringing back Decade to act as an explanation for how/why, now.
As for the story, why would Kamen Rider revive a story 10 years after the series ended, when the primary audience (the 8-12 age range) would have little interest in the dangling plot threads?

At best, Decade would get a DVD special or play a large role in the crossover movie with the next anniversary rider. But he definitely wouldn't get a full on series.
