It's because the wielder wanted it to be that way, basically. It allows the user more precise and effective attacks and flexibility, and access to a more complex fighting style. Count Dooku used it since he was a master in swordfighting yet felt unfulfilled with his style, Sidious advised him to try a curved hilt which fitted him perfectly, so he used it for the rest of his life. Of course it has downsides as well since the curved hilt makes certain attacks and maneuvers more difficult, but masters like Dooku can compensate it easily.

It's one of the rarer forms of hilts though since it requires much higher skill to use it properly than the standard hilt.

And if you mean Sith-sabers in general, they are not more tilted. They are either curved like Dooku's or completely straight.
