Did the show creators not know they were running out for some reason and try to give the shows proper endings for some reason?
They did think that Japanese would supply them with extra/new footage like they did for Mighty Morphin Power Rangers?
Or did they think a new show would appear they could use the footage from in time to continue the shows?

I am sure somebody here has a better explaination. But from what i have heard from various interviews and what not , that VR Troopers was just flat out cancelled. Saban had every intention to continue to use other various older Metal Hero shows for footage. I believe that low toy sales played the biggest factor in the end of VR Troopers.

As for Beetleborgs. They ran out of footage to use and decided to move on. The Japanese footage was used from B- Fighter and B-Fighter Kabuto and the series in Japan after that incorperated very anime and cartoony characters that Saban had no interest in using. So they decided to cancel Beetleborgs and try Mystic Knights.
