Neither. He's from Android Kikaider - a completely unrelated toku franchise by Shotaro Ishinomori.

This is best Hakaider - both in terms of design and character the Violator and REBOOT versions have their merits, but nothing quite beats this one for me.

The best thing about this figure is that despite being relatively simple, it gets absolutely everything right. In terms of sculpt and execution its pretty standard as far as Figuarts go (so, nothing really in comparison to the Ryuki, Blade or Gaim guys) but is ridiculously fun to mess around with just looks awesome in any pose. One of my favourite figures this year for sure.

So much that I'd buy it another four times if they repaint it into the Kikaider 01 Hakaider Squad.
