From my understanding, there could be actually two things here: Number 000 and the human that was Proto Drive. Number 000 was with the Roidmudes, sleeping, and in the night of the Global Freeze the Roidmudes captured Proto Drive and used him as a base to awaken 000 and form him into Mashin Chaser.

I think the human that was Proto Drive has still something about him we don’t know yet. Maybe he was Steinbelt's or his colleagues son?

And now, the real (heroic) personality of the human seems to become dominant and Chase/000 has this moments where he cant harm humans.

Its pretty likely that this is whats going on in the show right now. Belt reacted to seeing the human Chase with shock and when we got the revelation of Chaser being 000 he reacted differently now knowing what Chase really is.

Proto-Drive was very likely a human and that human was Chase. When he was killed by Heart they used his Data to give 000 a human form and a personality. Instead of an evolved Roidmude from though they created Mashin Chaser instead. Why has yet to be revealed.

What I would really like to see is that Chase doesnt become good again but instead wants to embrace the Roidmude side of himself. Seeing his human side as a weakness that prevents him from achieving the strength he needs to defeat Kamen Rider.
