I still don't think Kaito actually wanted to purge the world. Vangelus said it best, it took his beliefs and made them super tunnel visioned. I can see Kaito as someone who hates the idea of the strong make the rules, but he feels he has to follow them in order to force a new set of rules to be introduced.

and I do know that you have to overcome the fruit's power in order to become an overlord, that doesn't mean it isn't changing you.

I'm just saying, yes, Kaito was a villain near the end. but I like to think of him as a tragic anti-hero as well. I know he's not a hero, because he IS an anti-hero.
