But alas, Masked Rider flopped, fell into obscurity, and the creator of Kamen Rider swore on his deathbed to never let someone adapt his works again(or so I hear).

They already used ZO and J footage in Masked Rider. And considering how long it had been since Black RX ended before Masked Rider started I doubt they'd dig all the suits out of storage just for Saban. They probably could've used Black footage - at least until it gave a ton of American kids epileptic seizures.
