Anyway, this is how I would do it if I were in charge:

A new team pack every quarter of the year. When the next three pack comes out, the members from the previous pack are sold individually. Then in Dec the MegaRangers come out individually as TimeRanger is released.

...You're aware that that SDCC exclusive Samurai pack that came out over a year ago is still sitting on BBTS even with a huge mark down and that Shinken Red is still shelf warming even now right?

In fact I think Dragon Ranger is the only non exclusive that hasn't at one point...

Could be wrong though.
