The sparkly spandex was really just lazy work. Most of the time I couldn't tell the difference between that and the basic suits. So the movie suits win here I guess.

It's not a waste of budget, since it helps sell the action figures, so Bandai's production costs won't go to waste. Besides you have to admit, even though their appearances are minimal, the very presence of the Mega Mode in the show, piloting Megazords no less, made the Mega Mode action figures so much more appealing.

Of course, from a storytelling, practical, in-universe, non-corporate, non-financial point of view, it was a definitely a waste.
