NY will definitely have some left on release day, but they will be a little bit more expensive then. Still, if that's worth it for you I would set up an E-mail notification for Kuuga.

I don't know if Kuuga is more popular than others, but both Kabuto and Hibiki were still pretty good to come by a few months after release, haven’t looked up lately but I do remember seeing Hibiki for a good price multiple times like two months after he came out.

And even if it's HLJ, I'm pretty sure they'll open pre-orders once more, you could always try to set one up there just to try it.
