I recently got back into Hearthstone myself after a long absence and keep getting stuck at Rank 19-20 too. Part of it is because I'm trying not to spend any real money on it, so my deck is mostly made up of free cards and whatever I've gotten from crafting and/or packs from Arena runs. But I also get stuck at Rank 19-20 just because Rank 20 is all that's needed to get the new card back each season, so once I have that I just don't really have anymore incentive for ranked.
