I feel that it really, really wanted to be Black. The manga I mean, since it has a very similar theme near the end. A reluctant protagonist forced to become a ruler, one way or another.

Gaim's isn't quite as depressing as that ending, but I can't deny it feels...messy and contrived. Which I wouldn't be surprised if Gen and Toei were playing tug of war with the direction of it. Of course the literal final wasn't done by Gen, but my feelings remain mostly the same. Rushed, and a plot pulled out of their asses so it would be a little less sad.
