You could argue that it was because the drivers were made by the Megahex so it can do that, but since the belt was scanned of memories they could just have yellow belts.

Well wasn't it shown in one episode that Oren and Joinouchi got upgraded Sengoku Drivers? Those drivers did have silver straps right? If yes to both of those questions, then that could explain it to me. Of how Megahex had just made superior drivers, but put them on robots so they came out as blanks. Then when Takatora put one on, it registered his DNA (because the power of memories!) and that's how he became Zangetsu again.
