I think Super Sentai has always been seen as a kids' show in Japan, and any adult fanbase is similar to our Power Rangers fanbase in scope and proportion. It may seem more mature than Power Rangers, but I think this is simply because more relaxed standards for kids' television give writers greater freedom to write smarter kids' shows. In this respect, it is similar to Western shows such as Avatar the Last Airbender, Star Wars: The Clone Wars, many Marvel/DC superhero shows (Batman TAS, Justice League, Spectacular Spider-man, Young Justice) or even My Little Pony: Friendship is Magic.
So you're right in that they might have a larger focus on adults, not because the fanbase is necessarily bigger, but simply because they are willing to tap into that small market. Saban, however, at least in the case of Samurai, seems to have made the decision to focus almost entirely on kids because profits are not hurt a lot by this focus (adults still buy Samurai merchandise). This may change with Megaforce as we've seen marketing more geared towards collectors than Samurai was. Hopefully this translate to the actual show too.
