That's what I've gathered so far. I'm only about 10 episodes in to Agito and G3 seems to be able to do some damage the further the series progresses. It's kind of like the police department in Kuuga. They were useless at first so they started developing new weapons and eventually were able to hurt (and in one or two instances, kill) the Grongi. I think the same thing happens with Agito. We'll see though!
