No, he's given a second life. He just uses the Eyecons and Ghost Driver to become Kamen Rider Ghost. They're not tied to him being dead at all.

More than likely, he'll find out that if he doesn't collect the 15 souls in 99 days, the "mystery person/thing" that gave him the belt will tell him that he'll die again if he doesn't.

It all points to the "thing" that gives him the belt being manipulative and having him capture these souls because he wants them for some other reason and knows that Takeru will use the wish to stay alive.
