Kuuga was meant to be a drama series and a horror series first. The action aspect was really low on the teams list of priorities.

I'm not expecting flips and break dancing while fighting. I'm just expecting a little more than mild grappling with a few punches, is all. I am glad they improve some, though.

I can understand them wanting the series to be more focused on the story. I just wish they cared that the story was a part of an action series.

It wouldn't surprise me that the budget was low, hence why I didn't comment on some of the special effects, but now it's making me wonder how low it was.
